VAPT vs penetration testing: what is the difference?
VAPT is short for vulnerability assessment and penetration testing. The assessment half finds and lists known weaknesses across your systems, and the penetration test tries to exploit and chain them to prove what an attacker could actually reach, so a penetration test is one half of VAPT rather than an alternative to it.

Vulnerability assessment: finds and lists known weaknesses, mostly with automated tools and a human reviewer.
Penetration testing: a goal-driven attempt to exploit and chain those weaknesses, with proof of what an attacker could reach.
VAPT: the two together, for the same scope, in one report.
01 / Meaning
VAPT meaning and full form
The letters stand for two kinds of security testing, vulnerability assessment and penetration testing, which are usually bought together and reported in one document.
The abbreviation is common in India, in proposals, tenders and some regulators' circulars, while firms elsewhere more often call the same engagement a penetration test or a pentest. The words describe the method, not the target, so you will meet VAPT of a web application, of a network, of a mobile app or of a cloud account.
VA: vulnerability assessment
A broad sweep for known weaknesses: outdated software, missing patches, exposed services and settings that are known to be unsafe. The output is a ranked list.
PT: penetration testing
A focused attempt to break in, the way an attacker would, under written rules. The output is a set of proven findings and the routes an attacker could take.
Other names you may meet for the same work include security audit, security assessment and ethical hacking. Labels vary from firm to firm, so ask what the work includes instead of relying on the name.
02 / Vulnerability assessment
What a vulnerability assessment is
A vulnerability assessment answers one question: which known weaknesses exist across the systems in scope? It is built for breadth, covering many hosts or pages quickly and ranking what it finds by severity.
How it is done
Automated scanners compare what they observe, such as software versions, open services, configuration settings and the way a system responds, against databases of known vulnerabilities and misconfigurations. A reviewer then removes false positives, adds context and ranks what remains.
What you get
A list of weaknesses, each with a severity, the affected asset, a reference such as a CVE identifier where one exists, and advice on the patch or setting that closes it.
Where it is strong
Coverage and speed. A large number of hosts or pages can be checked in a short time, and the same check can be repeated after every patch cycle, which makes it a good tool for routine hygiene.
Where it stops
A scanner cannot tell whether one customer can read another customer's records, whether a discount can be applied twice, or whether three minor weaknesses combine into a serious one. It reports what matches a known pattern and leaves the impact unproven.
03 / Penetration testing
What a penetration test is
A penetration test answers a different question: what could an attacker actually do here? A tester takes the weaknesses that matter, exploits them under agreed rules and chains them toward a goal, such as another tenant's data or an administrator account.
Show details for What a penetration test is
How it is done
Mostly by hand. The tester maps the target, signs in under each role in scope, probes authorization and business logic, and uses tools to speed the work up rather than to replace judgment.
What you get
Fewer, deeper findings. Each comes with the steps that reproduce it, evidence such as a proof of concept, the impact it demonstrated and a recommended fix, along with the attack paths where weaknesses combine.
Where it is strong
Depth and proof. It finds access-control and logic flaws that no signature describes, and it separates the weaknesses that are exploitable in your environment from those that only look serious on paper.
Where it stops
It is time-boxed and focused, so it samples rather than enumerates: a network of thousands of hosts is not examined one host at a time the way a scanner covers it. Because exploitation touches real systems, it also needs agreed rules of engagement.
04 / Side by side
Vulnerability assessment vs penetration testing, side by side
The difference between vulnerability assessment and penetration testing comes down to breadth against depth, and listing against proving. The table sets the two beside VAPT, which combines them.
Show details for Vulnerability assessment vs penetration testing, side by side
| Aspect | Vulnerability assessment | Penetration testing | VAPT |
|---|---|---|---|
| Question it answers | What known weaknesses are there? | What could an attacker actually do? | Both, for the same scope |
| Method | Mostly automated scanning, then human review | Mostly manual testing, with tools in support | Scanning for breadth, manual testing for depth |
| Coverage | Broad: many assets, known patterns | Deep: chosen targets, including logic and access control | Broad first, then deep where it matters |
| Proof | Version checks and signature matches; impact is inferred | Exploitation under agreed rules; impact is shown | Proof for the weaknesses taken further |
| False positives | Likely until a reviewer weeds them out | Uncommon, because findings are demonstrated | Scanner results confirmed by the tester |
| Typical output | A ranked list with patch advice | Findings with reproduction steps, evidence and attack paths | One report covering both |
| Skills | Running and tuning tools, reading their results | Attacker thinking and experience with the technology | Both |
| Good for | Regular hygiene checks across many systems | Launches, audits, customer reviews and major changes | A first full test of an environment, or a requirement that names VAPT |
The two are complementary rather than rivals. A scan without a tester leaves the serious questions unanswered, and a tester without a scan spends scarce hours on work a tool does faster.
05 / When each fits
When to use each one
Many organizations use both: the assessment often, and the penetration test at the moments that matter. What decides it is the question you need answered and who will read the result.
Show details for When to use each one
A vulnerability assessment alone
For frequent checks between deeper tests: after a monthly patch cycle, across a large estate of servers, or on internet-facing hosts where the main worry is old software and exposed services. It shows what to patch, but it will not satisfy a reader who wants proof of impact.
A penetration test
For applications with logins and roles, before a launch or an audit, after a significant change, and whenever a customer or auditor will read the report. It is the half that finds broken access control and business-logic flaws.
VAPT
When a requirement, tender or contract names VAPT, or when an environment is being tested properly for the first time. The scan gives breadth, the manual testing gives depth, and one report covers both.
The starter scope is priced from INR 9,000 + 18% GST for small scopes such as 3 to 5 external IP addresses or a simple WordPress website, including a vulnerability scan, manual checks, a written report and one free retest. For small, well-defined targets, a scan backed by manual checks is often enough. Larger tests are manual-led and start from INR 27,000 + 18% GST; the VAPT cost guide breaks the price down. A vulnerability assessment can also be bought on its own, without a penetration test, for larger scopes.
Penetration tests BERRY9 runs
BERRY9 runs these tests remotely from its one office in Hyderabad and can test for organizations anywhere in India; read about testing in Hyderabad or testing across India.
06 / Red teaming
How VAPT relates to red teaming
Red teaming sits one step further on. VAPT tries to surface every weakness it can within the agreed scope; a red team exercise pursues one objective by any route the rules allow, and tests whether your defenders notice.
Show details for How VAPT relates to red teaming
A red team usually works over a longer window, frequently without warning the defenders, and may combine technical attacks with social engineering or physical access where the scope allows it. Its report reads as the story of one route and of what your monitoring saw along the way, not as a list of every weakness in the estate.
Red teaming does not stand in for VAPT. It assumes the ordinary weaknesses have already been found and fixed, and it is most useful to an organization whose security team already watches for attacks and wants to know how it holds up.
BERRY9 runs penetration tests by default. A goal, such as getting into an admin panel from the internet without an account, can be added to a penetration test; a full covert red team is scoped as its own engagement. See red team assessment services.
07 / Compliance
VAPT, penetration testing and compliance
Frameworks and regulators use these words in different ways, so read the exact wording of the document that asks for the test. Some treat scanning and penetration testing as separate activities; others only expect weaknesses to be managed and let your auditor judge the evidence.
Show details for VAPT, penetration testing and compliance
Indian financial regulators use these terms as well. SEBI's cybersecurity framework and the Reserve Bank of India's 2023 direction on IT governance both speak of vulnerability assessment and penetration testing, and both set expectations about who tests and how often, so read the current text that applies to your business. For when a regulator or tender restricts who may test, see our guide to choosing a VAPT company.
PCI DSS
PCI DSS 4.x keeps the two apart: requirement 11.3 covers internal and external vulnerability scans, and requirement 11.4 covers penetration testing. A card-payment environment needs both, and external scans must come from a PCI-approved scanning vendor.
SOC 2
SOC 2 does not require a penetration test. Its criteria ask for controls that find and manage vulnerabilities, penetration testing is one common way to show that, and your auditor decides what evidence is enough.
ISO 27001
ISO/IEC 27001:2022 deals with technical vulnerabilities in control 8.8 of its Annex A. Scan results, penetration test reports and the record of fixes are common evidence, and the certification body judges whether it is enough.
DPDP Act
India's 2023 data protection law, the Digital Personal Data Protection Act, asks for reasonable security safeguards and names no particular test. VAPT is one way to check that those safeguards work.
When a document asks for VAPT, check whether it expects both halves and whether part of the work must come from a particular kind of provider. No test settles compliance by itself; that judgment belongs to your auditor or assessor.
08 / The report
What a VAPT report looks like
A useful VAPT report serves two readers: the managers who decide what to fund and the engineers who make the fixes. BERRY9 writes one report for each, from the same set of findings.
Show details for What a VAPT report looks like
- An executive report covering the scope, the headline findings and the business risk, in plain language.
- An engineering report that shows how each finding can be reproduced, its proof of concept and its fix.
- CVSS 3.1 severity, adjusted to your own systems and the data they hold.
- A remediation matrix that lines each finding up with its fix, so your team can track it to closure.
A VAPT report should make clear which weaknesses were found by scanning and confirmed, and which were exploited by hand, so a reader can tell inferred risk from demonstrated risk. A scan-only report usually stops at the first kind.
The sample VAPT report shows the full layout, and the VAPT methodology describes the five phases that produce it.

Frequently asked questions
Short answers about scope, price and how testing works. For anything else, call +91 86868 92922.
What is the full form of VAPT?
The full form of VAPT is vulnerability assessment and penetration testing. The assessment lists known weaknesses across the systems in scope; the penetration test tries to exploit them and shows what an attacker could reach. Together they make one engagement with one report. See the section on VAPT meaning and full form above.
What is the difference between VAPT and penetration testing?
A penetration test is one part of VAPT. VAPT adds a vulnerability assessment, usually automated scanning with human review, for breadth across the scope, while the penetration test brings manual depth and proof. The two terms are often used for the same engagement, so read the proposal to see how much of each it contains. See the section on Vulnerability assessment vs penetration testing, side by side above.
What is the difference between a vulnerability assessment and a penetration test?
A vulnerability assessment finds and ranks known weaknesses, mostly with automated tools and a reviewer, and stops at the list. A penetration test goes further: a tester exploits the weaknesses that matter, chains them and proves the impact with evidence, which also uncovers the access-control and logic flaws that scanners miss. See the section on Vulnerability assessment vs penetration testing, side by side above.
Is a vulnerability assessment enough?
For routine hygiene checks between deeper tests, often yes. For an application with logins and roles, a launch, an audit or a customer's security review, usually not, because a scan cannot prove impact or find flaws in how the application decides who may do what. See the section on When to use each one above.
Is VAPT mandatory in India?
No single law requires every organization in India to run VAPT. It becomes a requirement through specific rules and contracts: SEBI's framework for its regulated entities, the RBI's direction for the lenders it covers, PCI DSS for card payments, many government tenders, and customer contracts that name it. CERT-In's Directions of April 2022 deal with incident reporting and log keeping rather than testing. See the section on VAPT, penetration testing and compliance above.
Which comes first, the vulnerability assessment or the penetration test?
Usually the assessment. Scanning and mapping show where the weaknesses are, and the tester then chooses which ones to exploit and chain. In a VAPT engagement both happen inside the same testing window and feed a single report.
Is a red team assessment a type of VAPT?
Not quite. A red team exercise pursues one objective, often covertly and over a longer period, and tests whether your defenders detect it, while VAPT aims to uncover every weakness it can within a set scope. Organizations usually run VAPT first and add a red team once their monitoring is in place. See the section on How VAPT relates to red teaming above.
How long does a VAPT take?
A typical BERRY9 engagement needs 5 to 10 working days, from the first kickoff call to the report. A vulnerability assessment of the same assets on its own is quicker, while several applications or sites take longer, and the written proposal gives the dates.
